Key Corporate Personnel
Al Bonilla, President and Chief Executive Officer - Mr. Bonilla has B.S. degrees in Engineering Technology and Engineering Management. From 1976-1980 he served as Deputy Chief, Utilities Division, 193rd Infantry Brigade in the Panama Canal Zone, where he managed maintenance and construction projects for Army facilities and equipment dispersed over 100,000 acres. Projects included over 3,000 structures, 2,200 housing units, and 1,200 industrial buildings. Mr. Bonilla supervised a workforce of 400, including 25 engineers, architects, technicians, and administrative personnel. From 1981-1991 he served in various positions on the base maintenance mission services contract at Marshall Space Flight Center in Alabama, including work control manager, director of facilities engineering, director of institutional support, and from 1984-1991 as project manager overseeing a facilities maintenance workforce of 700 personnel and numerous subcontractors. From 1991-1994 Mr. Bonilla served as VP for Operations and Planning as well as Chief Operating Officer for an $80 million facilities support contractor, including oversight of numerous base operations contracts.
Elea Hanks, Chief Operating Officer and Vice President for Administration - Ms. Hanks has over ten years experience in the operation and management of Advanced Federal. She has participated in the proposal, transition and operation of each of our active contracts and many past contracts. She has a BS in Management Information Systems, is certified in Advanced Contract Management and is a Senior Professional in Human Resources (SPHR). She is a member of NCMA, SHRM and the local area Labor Management Council. Ms. Hanks is responsible for the overall direction, coordination and evaluation of the management staff and contract operations. She ensures operations are in compliance with all government rules and regulations and is responsible for human resources management oversight; industrial security; and interfacing with various entities, including regulatory agencies, bargaining units, legal counsel and the local community.
Courtney Carter, Chief Financial Officer - Ms. Carter has an MBA in Economics and a B.S. degree in Agribusiness with a minor in Accounting. She has over 12 years experience in financing government contractors, credit/underwriting, financial architecture, 401K Administration and DCAA compliance. She has been trained in formal credit/underwriting and is a former government contractor commercial lender for a major banking institution. The past seven years experience has been with AFSC to include the implementation of Costpoint and a growth rate in excess of 300%. She manages the accounting department and the implementation of new processes and procedures that have come with the extensive growth. She is instrumental from the B&P process, to contract start-up, through contract performance and to the end of contract closeout. She has expertise in contract management to include direct interaction with Contracting Officers to negotiate contracts. She makes financial decisions to help secure funding for the company as well as interfacing with auditors for quarterly reviews. Ms. Carter is an active member in the National Contract Management Association (NCMA) and since 2003 has been an adjunct professor of Economics and Finance for Athens State University.
Eric Sanders, Vice-President for Business Development - Mr. Sanders oversees business development to include capture and proposal management. He has a B.A. degree in Sociology and an A.S. in Criminal Justice. He served as a Public Safety administrator (Police and Fire) for a medium-sized municipal organization from 1971-1990 and has experience in all aspects of both law enforcement and the fire service.
Mr. Sanders has extensive experience in the management of technical and administrative support services. He served in progressively responsible positions, to include Project Manager, for two consecutive technical and administrative DOE prime contracts from 1990-2002 at DOE's Savannah River Operations Office. He managed contract support to provide technical advice and consultation in the areas of Program Management, Nuclear Security (Information, Physical Security, Protective Force, Survey and Inspection, Vulnerability Analysis, Risk Assessment, Cyber Security and Forensics, etc.), Nuclear Material Control and Accountability, Environmental Safety and Health, Quality Assurance, Performance Assurance and Testing, Training and Contracts Administration.
